Josh Oakey

Vice President, Construction Operations, Heavy Civil

Josh Oakey brings over 19 years of experience in the heavy civil construction industry to his role as Vice President, Construction Operations, Heavy Civil.  He is responsible for executing major infrastructure projects across the country, with a focus on client satisfaction and exceptional performance.  Josh has led large teams on some of Canada’s most complex projects, including the Hebron Gravity Based Structure, Trillium O-Train Southern Extension, and West White Rose Concrete Gravity Structure.

Josh is recognized for his focus on planning and risk management.  He is an experienced project manager and organized leader of large execution teams.  As VP, Construction Operations, Josh provides strategic leadership to our project teams and sponsors the project delivery process while maintaining a strong focus on operational excellence, safety, quality, and management of company assets.

Before joining Pennecon in 2019, Josh held management and estimating positions with Kiewit at the Willis Avenue Bridge Project in New York, NY, the Hebron GBS Project in Bull Arm, NL, and Commercial Point LNG Project in Boston, MA.  Josh graduated from the State University of New York at Buffalo in 2006 with a bachelor’s degree in civil engineering.
